Guidelines for Virginia Housing Development Authority (VHDA) programs

  • Eligible Borrowers: Must be a first time home buyer (no home ownership within the past 3 yrs)
  • Eligible Salaries: Restrictions based on household size
  • Eligible Purchase Locations: All of Virginia (Northern Virginia for higher sales price amount)
  • First Mortgage Requirement: Must use an approved lender from VHDA lender list
  • Homebuyer Education: Must complete before closing on home 


VHDA Down Payment Assistance Program - up to $12,500 (2.5% of the sales price)





VHDA Closing Cost Assistance Program - up to $10,000 (2% of the sales price)





VHDA Plus Second Mortgage Program - up to $25,000 (5% of the sales price)
